Technical Program Analyst

Tygart is currently seeking a Program Analyst to support a Department of Justice (DOJ)  Program Office responsible for management and technical direction of as many as six law enforcement (LE) centric systems and programs. The candidate will be part of a team, collaborating closely with the government staff and external criminal justice agencies, to advance the Program Office mission. This position requires that the candidate have a current Top Secret security clearance.

Responsibilities:
  • Shall provie guidance and recommend changes to the DSSU on internal and external processes and system documentation, including LEEP, VCC, N-DEX, JC, and CW.

  • Shall manage administrative/personnel related tasks associated with this TO in conjunction with regularly assigned DSSU duties.

  • Proficiency providing management and technical review, industry insight, issue resolution, employing proven problem-solving techniques, and directing critical decision-making is required.

  • Shall evaluate, analyze, and recommend options in improving efficiency and effectiveness, addressing all phases of a data system lifecycle existence, including conception, design, and development; production and/or construction; distribution, operation, maintenance, and support; and retirement, phase-out, and disposal.

  • Shall manage, coordinate, track, and implement system testing procedures and test cases with large complex information sharing systems.

  • Shall work well under pressure with short deadlines.

  • Shall recognize patterns of customer needs, problems, and potential systemic solutions.

  • Proficiency in project tracking, troubleshooting, and monitoring of process efficiencies and effectiveness is required.

  • Shall serve as SME for various DSSU services and capabilities from concept to full implementation within the operational environment.

  • Shall support all DSSU Systems and capabilities throughout the entire Life Cycle Development including, but not limited to:  Concept of Operations; Research and Development, and Test, Implementation, and Quality Assurance phases.

  • Shall present findings and recommendations on the DSSU Systems capabilities throughout the entire system lifecycle.

  • Shall create the DSSU Programs’ and documentation requirements. 

  • Shall serve as the primary business lead and SME responsible for liaising between both internal and external technical staff.

  • Shall demonstrate the ability to prioritize work tasks, multitask and manage several projects simultaneously, work independently with little supervision, and work well under pressure with short deadlines. 

  • Shall serve in various SAFEAgile Roles, including but not limited to; Product Owner, Scrum Master, or any business line support with both the DSSU Value Stream Kanban and Scrum boards. 

  • Shall prioritize features, objectives, and stories within the DSSU Value Streams SAFEAgile Projects using JIRA as required for deploying application configurations/rules to various environment.


Qualifications:
  • A minimum of four years’ experience in Safe Agile Processes.  Scrum Master/Product Owner experience required.

  • Must possess an active Top Secret clearance  

  • A minimum of five years’ background in managing and supporting IT systems is required.

  • A minimum of five years’ experience working in collaborative sessions is required.

  • A minimum of five years’ experience producing quality technical written documentation to include, but not limited to, procedures and instructions is required.

  • A minimum of five years’ experience in the analysis and assessment of large numerical statistics, to include qualitative and quantitative data, while managing and coordinating major parallel IT initiatives is required.

  • A minimum of five years’ experience meeting with staff to take detailed ordering briefs and clarify specific requirements on projects is required.

  • A minimum of five years’ managing and tracking project tasks and performance, specifically to analyze the successful completion of short-term and long-term goals is required.

  • A minimum of five years’ experience developing comprehensive project plans to be shared with staff and CJAs is required.

  • Project Management Professional certification is highly desired.

  • It is the intent of the Government for this position to be on-site at the CJIS Division.
